[NENA] New construction

Does anyone know?
   
  They have doe the earthwork to prepare for at least 4 or 5 new homes on the north side of the recently completed "concrete arroyo" where Barstow dead-ends at the arroyo.
   
  Wasn't it determined previously that this area wasn't large enough for new home construction?
