        BRIEF MINUTES OF THE MAY 17TH D4 COALITION OF
                                              NEIGHBORHOOD ASSOCIATIONS

Michael Padilla, General Manager of 311, briefed D4 on the call system which has been in operation for nearly a year.  Awareness rate is 52%, and 85% are extremely satisfied with its operation.  Satisfactory solution is at 94%.  The system operates 24/7 with 52 staff on board, 72 authorized.  Over the past year, over 400,000 calls have been received, with 98% answered in 7 seconds.  Over 54,000 calls have been handled for police support, reducing calls to 911 by 21%.  Work order requests are assigned a tracking # and status is available at all times.  The 311 system tracks to see that a task has been completed.  A data base of over 9,000 frequently asked questions has been developed   Currently, 29 cities in the US have a 311 system, and Alb. has been requested to help a number of other cities develop their system.

Bambi Folk reported that the D4 appeal opposing a CRP request to expand operations was successful.  The request was intended to expand the number of individuals at an existing home from 5 to 10.  If granted, this would have violated several state and city regulations, including one that restricts such "homes" to a proximity of 1500 ft or greater.  Unfortunately, such homes can be established with fewer than 5 residents or fewer, can be called a "family" and THERE ARE NO city or state requirements for control.  The business owner gets $2000 to $4000 per resident from the state.  The owner of the business making the appeal has such a "home" with 5 residents ranging in age from 5 to 13 years of age, supervised by 2 high school graduates.  Not a good situation.  State law needs change.

Brad Winter reported that he is dropping his proposal to have ONC support HOAs the same as NAs.  D4 had overwhelmingly opposed this proposal  In addition he reported that he is proposing the ONC be spit away from the Planning Dept and become an Independent activity.  D4 is unanimously in favor of this action.  Brad also briefly discussed the proposed Animal Control Ordinance  which has been in work for over a year.  Council has received around 900 e-mails concerning the proposed ordinance and the multitude of proposed amendments.  Over 75% of the e-mails are in opposition, believing the ordinance to be too restrictive and too detailed.  

Don Couchman reported an increase in mail thefts. NAs should alert their membership.

Joe Yardumian reported on the "cat burglary" on R C Gorman avenue, and on the NENA appeals re the "industrial smokestack" cell tower along Carmel, the Daskalos proposed 10 home development at Barstow along the arroyo on 2 acres (plus 2 acres in the AMAFCA right of way), violating the LCDP 3 du restriction, and on the rest home "view analysis" .

Del Rey NA briefed D4 on the status of discussions with Centex and the City re relocating the remaining Del Rey residents to an area within the proposed development, to lots they can buy, and providing an allowance for driveways and walls etc.  D4 continues to support Del Rey in their efforts for an equitable solution.
