I wanted to let everyone know what a fantastic job Jay Rowland did representing Nor Este at the City Council on Monday night.  He argued our appeal and brought to light several issues that concerned several counselors.  We won our appeal against the decision of the Development Review Board to allow higher density on the homes proposed along Eagle Rock just east of Barstow.  The developer will now have to go back to the DRB to get a new plat approved that follows the decision of the City Council to not allow developers to count arroyo land in the allotted acreage for dwellings per unit.
