Thanks for the support regarding the Nor Este "monument."
My understanding is the Nor Este "monument" was originally a water fountain put in by Presley, which was the company that built many of the homes in the area.
The story I was told is that when most of the homes sold, the water fountain was shut off and filled in with dirt due to the expense and liability. Both the "monument" and the park along the arroyo were adopted (reluctantly, I have been told) by the city. The city now mows and waters the grass, and mulches the trees all along the arroyo.
The two medians along Oakland between Wyoming and Barstow were also developed by Presley, but Presley shut off the water and stopped maintaining the medians when they sold their homes.
Although the city "adopted" the Nor Este park and the "monument" they did not take on the Oakland medians (I've asked the city on several occasions to maintain the medians, but they site expense and the fact that it was done by a developer and is not part of their city plan, etc., etc.), so that is why I try to get the Oakland Street neighbors involved in taking care of the two medians.
If anyone has a different story, let me know. But this is what I have been told, when we moved in 9 years ago.

Hello NENA boardmembers and general membership
Gloria Chavez, from the city Parks and Rec Department, and I met several weeks ago to discuss the NENA park "monument" which is at the corner of Wyoming and Oakland.
At our request during the most recent neighborhood cleanup, the city removed the large pile of cut vines that had been left to rot on the pavement inside the monument circle. Thanks to the city's solid waste disposal team!!!
Gloria has generously offered that the city will repair the concrete circle structure (patch the cracks and paint the circle structures). In addition, they will replace the dying junipers that surround the circle "monument" and the two junipers and small tree within the circle with drought tolerant plants. Plant selections will include Regal Mist, Pincushion, Paprika, and Autumn Joy. All these plants like full sun, little water, and attract butterflies. You can view the attached pictures or visit the website listed below in Gloria's email to me.
In addition, they will provide rock gravel to go in the inner circle and finer stuff called crusher fine for the lower level circle. Gloria will drop off samples of these at my house, if you wish to view them.
The junipers are not doing very well because they were covered up with the vines, which were blocking the sunlight. In addition, they are water hogs.
The city would like input from other NENA members and boardmembers to see if we are all in agreement with these plans to repair and improve the appearance of the park "monument" by planting the xeric plants.
Please respond to me with your approval/disapproval and comments.
Once the city receives a consensus from NENA that we support this plan, they will repair the structure and spruce it up with the new plantings which will go around the outer circle and within the inner circle adjacent to the tall "monument" structure. The city will provide ongoing plant maintenance.
They can have the entire project completed by March 2008, barring any scheduling problems.
