BRIEF MINUTES OF THE 11/28/07 D4 COALITION
MEETING
The meeting was called to order at 7 PM by acting Chair Bambi Folk. Several
agenda items were deferred due to absence of expected participants. The
meeting focused on 4 topic areas
1. Councilman Brad Winter's proposal to hold the Red light Cameral
ordinance in abeyance until the task force could complete its investigation
as to effectiveness in preventing accidents/injury. Extensive discussion
was held on both sides of the issue, continuing the cameras because
individuals caught were in fact breaking the law vs suspending the ordinance
until effectiveness could be proven to save lives. Various arguments were
presented, eg. misinformation is being used, the money is being transferred
into the city General Account, there is no due process, first time fines are
significantly higher than if a police officer had made the stop, mobile
speed vans cited 1300 "speeders" in a 2 hour period. The coalition voted
8-4 in favor of continuing the red light camera and speed van program.
2. Councilman Harris' ordinance allowing neighborhood association
formation within the boundaries of
existing NAs, even if the number of "members" is no greater than
2, and Councilwoman Sally Mayer's
amendment removing the entire section. After heated discussion
opposing any change to the existing
Neighborhood Association Recognition Ordinance, D4 voted
unanimously to oppose any change to the
existing Ordinance. This position is consistent with the findings
of the NA/HOA/ONC Task Force final
report, which, unfortunately, has not been read by many of the council.
3. Form Based Code. The proposal by Councilman Benton to change the
city's zoning codes to Form
Based Code was briefly discussed. The general consensus of D4 was to
strongly oppose the radical change. An EPC hearing is scheduled for Dec.
20th and a presentation on the proposed code will be made at the Convention
Center on Dec. 8th at 9 AM.
Some discussion was held concerning the TIDD which permits developers to use
gross receipts moneys to pay
for infrastructure in their development. The council used this in Mesa del
Sol but required development to provide high paying jobs. Concern is that
such requirements are not being imposed on a Westside development.
Meeting was adjourned at 8:36 PM
