[NENA] More on proposal to build a bridge across arroyo at Barstow

No "broad split" here.  A bridge on Barstow would unnecessarily  increase 
traffic thru a neighborhood that has a school on it.  I oppose,  and support a 
NENA position to oppose.  NENA is a volunteer organization,  not a government 
entity;  different standards and expectations.
 
Beware of the person who takes a position by attacking the process in  lieu 
of debating the merits of the issue.
