[NENA] What's the stage of planning?

My Neighbors,
Can we find out now, and not wait for a NENA General Meeting, what is the current stage/state of city planning for the building of a bridge over the arroyo at Barstow?
If our past battles have taught us anything, those battles have taught us that it's more difficult to organize, fight and win when our opposition gets a headstart.
If you go back and read email from John Castillo of the city's Development division, you'll see that money is set aside, plans are being contemplated, and those plans may, in deed, be in the process of being drawn-up.
I agree with Lisa's idea that there will be 'valid' reasons for doing this or that.
Developers had 'valid' reasons for wanting to build 5 or more homes per acre. Take a look at the neighborhoods on both sides of Alameda west of Wyoming: Zero lot lines, houses crammed together, little or no back yards.
Now, developers have 'valid' reasons for wanting to build this bridge: A straight, faster shot to Paseo, past our neighborhoods, schools and churches.
My neighbors and I have 'valid' reasons for not building an automobile bridge across the arroyo at Barstow. Those reasons include quality of life, increased traffic flow, speeding automobiles, safety, and increased crime.
Of course, I favor taking an analytical approach to the study of the effects of building this bridge over the arroyo at Barstow. But, we know the opposition will try to overwhelm us with their 'valid' reasons for development.
